These great challenges become visible and tangible at the urban level, which makes cities a microcosm of society. It mean<\/span><span lang=\"EN-US\">s that local welfare sy<\/span><span lang=\"EN-US\">stems are at the forefro<\/span><span lang=\"EN-US\">nt of the struggle to address this challenge \u2013 and they are far from winning. While the <\/span><span lang=\"EN-US\">statistics show some positive signs, the overall picture still shows sharp and sometimes rising inequalities, <\/span><span lang=\"EN-US\">a loss of social c<\/span><span lang=\"EN-US\">ohesion and weakened policies of int<\/span><span lang=\"EN-US\">egration. When we focus on specific groups in society (e.g. migrants) the situation is even direr.
