Contrasting Poverty through Inclusive Governance. A study on the local implementation of the national minimum income scheme in Northern Italy
The project aims to comparatively study the implementation of national minimum income (NMI) measures in five regions of Northern Italy: Piedmont, Lombardy, Autonomous Province of Trento, Veneto and Emilia-Romagna.
The research follows three main lines of investigation:
- Providing a detailed account of the territorial contexts where the implementation of NMI is underway.
- Analyzing the implementation of NMI within the framework of specific local welfare systems.
- Identifying and explaining the key dynamics related to NMI implementation in a selected number of local contexts.
After a preliminary review of the existing literature and various available sources, at least three local cases will be selected in each region for an in-depth study. This will be conducted through a combination of quantitative and qualitative methods, as well as participatory research involving key stakeholders, social workers, and beneficiaries.
The project seeks to foster scientific debate on minimum income schemes in Italy, adopting a specific analytical perspective focused on the implementation process. This process is understood as a social phenomenon involving multiple roles, practices, and conceptions of poverty among various actors, as well as specific interactions between them.
