Housing affordability problems have intensified in many Western cities due to rising house prices, shrinking social housing supply, growing social inequalities, and reduced supply of private rental housing due to the rise of the short-term lease market. For a significant share of the population, housing has become a commodity requiring substantial financial resources that not everyone can mobilise. Public housing, meanwhile, has retreated across much of Europe, because of financial constraints and a shift from supply-side to demand-side housing policies.
LPS conducts research to analyse housing policies, evaluating their redistributive impact as well as their financial and social sustainability. At the same time, it examines and supports the development of innovative actions aimed at improving access to housing and expanding the availability of affordable housing options.
