With the approval of the new regional housing law (Regional Law of July 8, 2016, No. 16), a new cycle of social housing policies has begun. This research aims to analyze the challenges and dynamics of housing policies to provide insights and recommendations for regional policies.
The project is divided into two modules:
- Economic Conditions of Public Housing Tenants
This module focuses on analyzing the economic conditions of families living in public housing. Its goal is to provide technical and scientific support for determining the new affordability thresholds outlined in the housing policy reform law. These thresholds must balance: the expenses that households can reasonably afford for rent and shared services, based on their economic situation; and the financial sustainability of the owning entity.
- Survey of Local Agreements on Regulated Rent Contracts
The second module aims to collect data on territorial agreements related to regulated rent contracts. This will involve creating a statistical database of the minimum and maximum rent values across municipalities in Lombardy.
